Ezequiel “Zeke” Maldonado serves as the Executive Director of the Information Technology Operations Directorate (ITOD) within the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO). Mr. Maldonado oversees the delivery of secure, reliable, and redundant information technology (IT) support to DHS and the Management Directorate, which spans nationwide operations and includes more than 30 major sites in the National Capital Region (NCR).

Previously, Mr. Maldonado was the Director of Technology and Data Services (TDS) within DHS Headquarters, Office of Intelligence and Analysis (I&A). He provided executive leadership for a 300-person multi-sector workforce, advising senior officials on critical technology issues to enhance Top Secret (TS) IT capabilities, productivity, and agility across the DHS Intelligence Enterprise (DIE). He also served as I&A’s Chief Information Officer (CIO), overseeing technology and data programs through subordinate leaders, including the Chief Technology Officer (CTO), Chief Data & AI Officer (CDAIO), and Chief Information Security Officer (CISO).

Before joining DHS, Mr. Maldonado served more than 18 years with Naval Intelligence, most recently as CIO and Director of Technology and Innovation at the Office of Naval Intelligence (ONI). He also held leadership roles in S&TI, including serving as Deputy Department Head for the Farragut C4ISR Department, where he oversaw research, intelligence, analysis, and dissemination against foreign sensors such as radar, electro-optics, non-acoustic ASW (NAASW), and electronic warfare (EW).
